The 1990s witnessed the emergence of cyber terrorism, driven by information and communication technologies (ICTs). ICTs encompass communication services (satellites, wireless communication, data networks), information systems (LAN/WAN systems, Internet), and applied technology (surveillance systems, mission-critical software). These technologies have rendered nations more vulnerable due to the expanded communication and command capabilities they provide to extremists, reaching a wider audience.
The use of ICTs to disrupt a nation or influence the media is referred to as "netwar" or Information Warfare (IW). Netwar techniques are often inexpensive but possess the potential to impact millions, whether through recruitment or target destruction. Propaganda campaigns, databases, and networks serve as fundamental tools within this cyber domain.

Information warfare weapons encompass computer viruses, logic bombs, chipping, worms, and back doors, some of which can be utilized defensively or offensively. Exploiting ICTs in a destructive manner exposes a country to penetration by individuals, organized groups, and states. Ethnic and religious extremists, single-issue extremists, and international terrorists are among the typical users of ICTs.
Netwar holds particular interest for sub-state actors referred to as "cells," which operate independently and often unbeknownst to one another. Although lacking central direction, most cells align with the broadly disseminated ideology and command of extremists communicated through ICTs. Because of attacks on information infrastructures, nation-states must reassess information as a vital strategic asset and recognize the critical vulnerabilities created by their reliance on information.
Government concern over ICT usage surged in the late 1990s, especially as warfare shifted toward civilian targets. To raise awareness of netwar, the Conference on Terrorism took place in Paris in 1996 calling upon nation-states to acknowledge the risk of terrorists employing electronic or wire communication for criminal acts and to devise preventive measures.
Among nations, the United States relies most heavily on its information infrastructure. Consequently, due to this information dependency and lack of restrictions, U.S. infrastructure has increasingly become susceptible to cyber-terrorism by hostile forces skilled in its utilization. Common netwar tools like hacker software, computers, and modems provide terrorists with the opportunity to dismantle a significant portion of American infrastructure.
Furthermore, these attacks can be clandestinely practiced and executed within a short timeframe, often without disclosing the attackers' identities or locations. Thus, cyber-level attacks have the potential to effectively disable and threaten critical information tools and infrastructure within our nation.

The rise of cyber-warfare, including the alarming number of cities all over the world affected by ransomware, highlight the urgent need for each of us to be informed and prepared. Moreover, the unclear response from government further emphasizes the importance of personal vigilance to safeguard our digital persona. From disruptions in critical services to compromised safety and limited access to necessities, these attacks will impact our daily lives. Consider having sufficient food, water, medications, and cash at hand in case such a situation presents itself where you live.
